Resume:

William Moellmer was born in Rupert, Idaho on April 4, 1940
He received a BS degree in Pre-Med from the University of Utah
He continued his education to receive a MS in Limnology at Idaho State University
He finished his Ph.D. graduate work at the University of California, Berkeley
in Environmental Chemistry and Environmental Microbiology.

He has worked as an environmetal manager with the Dillingham Corporation at
South Lake Tahoe, CA, where he build and managed a 10 MGD water treatment
facility (includng a 40 MGD circulation system) to treat the recreational waters
within Tahoe Keys real estate project for the removal of phosphorus to
minimize a eutrophication potential in Lake Tahoe. He also served as the
environmental planner for the corporation's real estate projects in California,
Washington, and Nevada.

He later served as environmental manager for Del E. Webb Corp in
Phoenix, AZ in a similar capacity.

He then moved to Utah and took a position of Environmental Scientist with the
Utah Division of Water Quality. Here he was involved in 208 planning for the
development and regionalization of wastewater treatment facilities in Utah

Returning to the private sector he managed Mountain States Analytical, a high-tech
chemical laboratory which tested for pollutants in water and soil. He also taught
short courses in management and computer techology at colleges and universities
throughout the United States and Canada.

He returned to the Division of Water Quality in 1991 where he remained until his
retirement. He was responsible for the development of a tissue based selenium (Se)
water quality standard for the Great Salt Lake, conducted 401 certifications for
water quality issues for the US Corps of Engineers 404 permits, and developed
NPDES permit limits for all watewater treatment facilities in Utah for over 15 years.

Bill is now consulting on environmental matters, specializing in the following areas:

  • Coordinating with the Utah Division of Water Quality on permitting issues
  • Developing and evaluating NPDES permit limits
  • Assisting with Antidegradation Level II reviews.
  • Conduct Mathematical Modeling of Rivers utilizing QUAL2kw to predict effect of
    discharges into rivers and streams.
  • Overseeing development of Environmental Impact Statements for real estate projects

Bill's interests include amateur radio and early christian ancient writings from
the time of Christ to approximately 200 years thereafter. He also enjoys
trading stock options and has written computer algorithms for that purpose.

He resides in Kearns, UT with his wife and Lou Ann. They have seven children.
